I have many different shades of blonde in my hair, but mostly it is just a normal, slightly dark blonde. I have dark, teal-grey-blue eyes, like the ocean on a rainy day, for lack of a better description. My skin is pale, with a very slight sprinkle of freckles across my nose. Any ideas for a good highlight/lowlight color?

i am in no way a professional, keep in mind. I always do foil now, never the cap. I know from experience the contrast won't be made with the cap.
But it has always worked for me to have light and dark (light as in highlight, not bleach) and low lights a touch darker than my natural (like a prettier, shinier shade of what I was born with).
Have the beautician match your original hair with a color for the low lights and the lighter just 3 touches over that. It all blends so well. PS, I am as pale as you can imagine, freckle-not-wanna-be and this makes me look like I have color. Go for it, girl.

go to your hair stylist and ask for a level 7 base color with a little of a beige or carmel low light, and go up to a level 9 hightlight. this will look like a medium blonde base with dark blonde lowlight and not quite white highlights. do not try this at home!!!! i know you probably won't know what the # level means but your stylist will. In coloring level 1 is darkest and 12 is lightest.
